Flaming Lips, Foo's to salute The Who NEW YORK (Billboard) - Pearl Jam, the Foo Fighters and the Flaming Lips will pay tribute to the Who during VH1's "Rock Honors" charity concert in Los Angeles on July 12.The event, now in its third year, will be held at UCLA's Pauley Pavilion.
