The point here is that the engineering staff is tied up with ongoing product activities and we need to get "over the hump" so to speak to do some architectural transformations. We don't have the bandwidth internally, so need help to get there. Offshore is a good option. The problem is it works best when a company goes after good talent over cheap worker bees. It really doesn't matter if it's contractors from the US, H1B's, green card holders, L1's, illegals, or offshored clients. Good talent who has a desire to learn, grow, create, and engineer is a good thing. But therein lies the problem. On most of the contracts I've worked on, it was never about talent. To your point about start-ups - lately I have encountered startups seeking outsourcing to enable the business to move through stages of growth. For example, I have worked with a start-up company moving from R&D toward the commercialization of a manufactured product. The company has an innovative and extremely cost-effective method of producing it's product but is entering into a competitive and mature market space.
