It's pretty much everything you need to know about cell phone use in Peru. Before you go contact your carrier to see what their roaming policies and fees are. With ATT if the phone is turned on in Peru, all calls, answered or not are charged a very hefty roaming long distance fee. Even if it goes right into voice mail. Even if I then put in the Peru chip. Weird, I know, but that's how it works. When I get to Peru, I'd buy a chip there (which I already have).
