Robert Dean Kowalski, 46, surrendered Monday about 6 p.m. at his home on Montana Highway 35. He came out of the house about 30 minutes after police officers fired tear gas into the home. Dwayne Scott Smail, 23, was arrested on suspicion of negligent homicide and is in custody pending formal charges by the Flathead County Attorney's Office.
