He brings a lot of it together in a nice summary and talks about how it will affect mono. It is basically an updated that includes more flexibility with respect to the SOAPAction. Instead of just sending nothing for the SOAPAction, this release makes it configurable. I'm still waiting for a killer java implementation.... cough cough Xindicie cough I can see XQuery being of particular use to format SOAP responses.
