See the Wiki for more details. This is a good start and I'm hopeful that we'll see a top-level Tiles project soon. The turning point was when Ted Husted got behind the idea. Ted has offered to set up a proposal on the Apache Incubator Wiki. Ted also asked me to contribute the Tiles code that I've modified to the project and, of course, I'm happy to do that. So we'll see what happens.
