Business users prefer and in some cases demand UIs for testing the application and in cases like that POCs or mock ups of the real UI is advised. However, in many situations the SOA implementer is not part of the UI development which is similar to how EAI implementations were. It was said that integration projects rarely provide GUIs. That doesn't mean that the project will have no GUI, it's just that the integration team does not provide the GUI. The data is crucial in most cases and the business flow is what SOA is all about. So in a nutshell you have to worry about both which is why SOA testing is a bit of a challenge.
